PSEB Freelancer Registration 2026: Fee, Documents & How to Apply

PSEB freelancer registration costs Rs 1,000 a year for a new certificate and Rs 2,000 a year to renew, and it is done online through the Pakistan Software Export Board portal. You need a personal NTN, both sides of your CNIC and a letter from your bank confirming your personal account. Once PSEB verifies your payment, the certificate is usually issued in 2–5 working days. Registered IT and IT-enabled service exporters qualify for a concessional 0.25% final tax on export receipts, a rate the 2026-27 federal budget extended until 2029.
This guide explains who should register, what to prepare, how the process works step by step, and how to renew without losing your status.
What is PSEB freelancer registration?
The Pakistan Software Export Board (PSEB) is the government body under the Ministry of IT & Telecom that promotes the country's software and IT services exports. Alongside companies and call centres, it registers individual freelancers who earn from foreign clients. Registration gives you an official certificate that identifies you as an IT/ITeS exporter.
It is most relevant if you work as a developer, designer, writer, digital marketer, virtual assistant or in any other IT-enabled service and are paid from abroad – whether through a marketplace such as Upwork or Fiverr or by direct clients.
Why register? The main benefits
Lower tax on export income: IT/ITeS exporters registered with PSEB pay a reduced final tax of 0.25% on export proceeds, compared with the 1% final tax that generally applies to export receipts under section 154A of the Income Tax Ordinance. The 2026-27 budget, presented on 12 June 2026, extended the 0.25% concessional rate until 2029.
Official proof of status: the certificate shows banks and clients that you are a recognised IT exporter.
Access to PSEB support: registered members can use PSEB's facilitation desk and industry-support services listed on its website, such as events and skills programmes.
To actually get the 0.25% rate applied, your bank needs to know you are PSEB-registered and your payments must come in through formal banking channels with the correct purpose code. Ask your bank to link your PSEB certificate to your account.
Documents required for new registration
PSEB asks for scanned copies of:
Personal NTN – registered in your own name, with no business name. You can get an NTN free through FBR's IRIS portal.
CNIC – both sides.
Personal bank account letter or certificate – issued by your bank, confirming the account is in your name.
Keep the file names clear and the scans legible. PSEB says submissions with missing mandatory information may be declined.
PSEB freelancer registration fee 2026
New registration: Rs 1,000 per year
Renewal: Rs 2,000 per year (plus any surcharge for late renewal, if applicable)
Fees can only be paid through the payment gateway built into the PSEB portal, or by pay order/demand draft made payable to Pakistan Software Export Board (G) Ltd. PSEB states that no other payment method is accepted. Older guides online quote different renewal amounts – always go by the official fee page.
How to register with PSEB as a freelancer: step by step
Get your NTN first. If you do not have one, register on FBR's IRIS portal as an individual. Make sure no business name is attached.
Sign up on the PSEB portal. Go to the official registration portal (portal.techdestination.com) and create an account. Your login details are sent to you by automatic email.
Fill in the freelancer registration form. Enter your personal, contact, banking and service details accurately.
Upload your documents – NTN, CNIC (both sides) and bank account letter – and submit for initial approval.
Pay the fee after initial approval. Once PSEB gives initial approval, pay Rs 1,000 through the portal gateway or by pay order/demand draft.
Upload the payment receipt and submit the application for final approval.
Receive your certificate. After the payment is verified, PSEB says it usually takes about 2–5 working days to issue the certificate.
Share it with your bank so the concessional tax rate can be applied to your incoming remittances.
How to renew PSEB freelancer registration
Registration is annual, so put your renewal date in your calendar. The renewal process is:
Log in to the PSEB registration portal with your existing credentials.
Update the registration form and upload the renewal documents.
After initial approval, pay the Rs 2,000 renewal fee (and any surcharge), upload the receipt and submit for final approval.
The renewed certificate is usually issued 2–5 working days after payment is verified.
For renewal, PSEB asks for:
A summary of export revenue showing the proper IT/ITeS purpose code defined by the State Bank of Pakistan
Your income tax return for the preceding year
This is why it pays to file your annual return on IRIS on time – without it, renewal gets stuck.
Common mistakes to avoid
Using a business-name NTN for an individual freelancer registration – PSEB asks for a personal NTN with no business name.
Receiving money through informal channels, such as hawala or friends abroad. Concessional tax treatment depends on proceeds arriving through banks with the right IT/ITeS code.
Letting the certificate lapse. Renew before the year ends to avoid a surcharge and a gap in your status.
Paying agents. The process is fully online and the fee is paid only to PSEB. Be wary of anyone who charges extra to "guarantee" registration or asks for your portal password.
Is PSEB registration worth it?
If you regularly earn in foreign currency from IT or IT-enabled work, the cost is small: Rs 1,000 in the first year. The certificate gives you a recognised status with banks and access to a lower tax rate on export income. Tax rules depend on your circumstances, so if your income is significant or comes from several sources, speak to a tax practitioner before filing.
