Job Description

The Wallace Center, a unit of Winrock International, has an opening for a Program Manager on its project for USDA's Advancing Markets for Producers initiative (AMP), a full-time role. The role is fully remote within the United States, with preference for applicants in eight states and Washington, D.C. The posted salary range is $80,000 to $90,000, commensurate with experience and education.

The project backs growing and selling conservation-grown rice, mainly in Arkansas and Missouri, by paying voluntary incentives to American farmers who adopt better methods. Riceland Foods is one of the project's main partners. The Wallace Center works with a wide range of people and perspectives to build healthier farms, fairer economies and more resilient food systems in the United States.

The program manager oversees project management and administration working closely with the project lead and Winrock support units for awards management, procurement, HR, technology and finance. The job tracks activities against targets, makes sure deliverables are accurate and on time, supports work plans, reports, budgets and forecasts, and checks that outcomes are logged in USDA's detailed reporting spreadsheet. It also covers compliance with Winrock and USDA rules, partner and sub-awardee relationships, field site visits, outreach content and some new business development. Potential supervision of staff is part of the role.

The posting asks for at least five years of relevant experience, including knowledge of conservation agriculture, rice value chains or agricultural incentives. Experience with federal awards, ideally USDA-funded projects, working with American farm cooperatives and familiarity with NRCS practices are noted. Applicants need a bachelor's-level education, or an equivalent mix of experience and schooling. Fluent English, strong Microsoft Office skills and travel of about two to four trips a year are required.

  • Make sure Winrock and USDA policies and reporting requirements are followed
  • Manage partner relationships, including sub-awardees
  • Travel to field sites to support technical and operational work
  • Contribute to outreach content, presentations and new business development

  • Project management skills to meet targets within scope, budget and schedule
  • Excellent written and oral communication
  • Fluent English
  • Capacity to guide and inspire team members
  • Willingness to travel domestically, about two to four trips per year
