Job Description

RMI's Electricity Program is looking for a Senior Associate to contribute to projects on rate-setting, the division of costs among customer classes, and adjacent regulatory topics. The position may be filled from any location within the contiguous United States, is listed as full time, and reports to a program Manager. It is aimed at someone who pairs regulatory insight with quantitative skill and can drive research streams without close supervision.

The associate studies how utility spending, investments, benefits and risks get distributed, and how those decisions affect customer bills, affordability and utility incentives. Subjects may include bulk power and distribution systems, growth in large loads, utility finance, distributed resources and affordability. The work involves combing through utility filings, commission decisions, stakeholder submissions and legislation, then converting them into structured questions, scenarios and sensitivity tests.

On a typical day the associate runs or supports analysis, collaborating with modelers and subject experts to test assumptions and explain results, limits and trade-offs. Briefing materials are prepared for regulators, commission staff, consumer advocates and utilities, decisions and follow-ups are recorded, and selected meetings are led under senior guidance. Travel is expected at roughly 10 to 20 percent.

Applicants need at least four years of relevant work in utility regulation, ratemaking, energy consulting, finance or planning at a utility, advocacy for consumers, policy, legal practice, or electricity quantitative analysis. Comfort with financial and rate calculations and an understanding of cost-of-service methods are expected. The base pay range is $84,000 to $103,000, with a 5 percent annual bonus target and merit increase eligibility.

Responsibilities

  • Investigate how costs are split among customer classes and how rates are set
  • Review filings, orders, stakeholder comments and bills for their practical implications
  • Convert policy developments into structured questions, assumptions and sensitivities
  • Do or help with quantitative work, then explain results, caveats and trade-offs
  • Own assigned workstreams from planning and first drafts through completion
  • Point out open issues, risk areas and big-picture questions that leaders must address
  • Prepare briefing packets and record decisions for stakeholder meetings
  • Apply project management methods to deliver on schedule as an individual contributor

Requirements

  • Four or more years of pertinent work background in the fields listed above
  • Experience carrying large assignments alone in project-based work
  • Quantitative fluency in financial and ratemaking work, including scenario and sensitivity analysis
  • Familiarity with how costs are divided among customers and how cost-of-service studies work
  • Ability to digest complicated filings, decisions and technical studies
  • Skill in turning regulatory questions into organized research
  • Excellent writing and speaking for technical and general audiences
  • Organized, careful and dependable in following through
  • Permission to take a job in the United States now, with no sponsorship needed from RMI

Qualifications

  • Direct background in electric utilities, consulting firms or regulatory bodies
  • Work with utilities, grid operators, commission staff, advocates or distributed-energy providers
  • Advanced coding ability (preferred, not mandatory)
  • Utility finance, revenue requirement and economic topics for regulated companies
  • Rate design linked to load growth, electrification, flexibility and distributed resources
  • Distribution planning, grid modernization or distributed-resource project experience
  • Designing inclusive, cooperative regulatory processes
