Job Description

Finix operates as a global fintech platform specializing in payment solutions, handling tens of billions of dollars annually for clients ranging from startups to public enterprises. Established in 2015 and based in San Francisco, the organization has secured over $200 million in funding from prominent venture capital firms and financial institutions.

The company seeks a Regulatory Counsel, High-Risk to function as the primary legal partner for Product and Sales divisions, guiding the rollout of payment offerings into new and emerging markets across the United States and Canada. This remote, full-time position reports directly to the Head of Legal and collaborates closely with compliance, partnerships, and technical teams to ensure adherence to relevant laws, card network regulations, and sponsor bank standards.

A primary early emphasis for this role involves the gaming and gambling sector, which encompasses sports wagering, iGaming, sweepstakes, and prediction markets. The organization values deep gaming legal background but is equally open to regulatory attorneys experienced in banking, fintech, payments, or other heavily regulated sectors who want to master a new industry. Candidates can expect to assess applicable laws, formulate product requirements, direct go-to-market strategies, and supply commercial teams with prompt, practical counsel.

Responsibilities

  • Act as the main regulatory advisor to Sales and Product units by providing fast, documented recommendations on product architecture, new features, deal terms, and potential clients
  • Direct legal and regulatory research for novel sectors, operational models, and structures such as marketplace, ISV, and merchant-of-record frameworks
  • Drive the regulatory strategy for the gambling and gaming vertical, including jurisdiction-by-jurisdiction analysis, vendor registration needs, and merchant support conditions
  • Collaborate with Product personnel from initial concept through release to integrate compliance safeguards into user journeys, disclosures, and terms
  • Assist Sales and Partnerships with sophisticated transactions by performing regulatory due diligence and reviewing related agreements
  • Convert statutory requirements, card network guidelines, and sponsor bank rules into digestible guidance, FAQ documents, and position papers for internal departments
  • Track legislative, regulatory, and network rule developments across the US and Canada to advise leadership on potential impacts
  • Manage relationships with sponsor banks and card networks regarding program approvals, compliance questionnaires, and audits
  • Partner with Compliance to handle licensing requests, renewals, regulatory filings, and audit readiness
  • Engage and supervise outside counsel for specialized matters such as state gaming regulators while gradually bringing that work in-house
  • Deliver clear legal analyses to executives, the board of directors, and strategic partners

Requirements

  • Juris Doctor or equivalent degree with an active bar membership in good standing within at least one US state
  • Minimum of five years of legal practice emphasizing regulatory matters at a law firm, government agency, or in-house within banking, fintech, payments, gaming, or a related regulated industry
  • Proven capacity to interpret intricate multi-jurisdictional legal frameworks and apply them to business models and products
  • Background advising business development, sales, or product groups directly regarding new product launches or market expansions
  • Working familiarity with US financial services and payments regulations, including BSA/AML obligations, FinCEN rules, privacy standards, consumer protection, and money transmission licensing
  • Strong verbal and written communication skills capable of transforming ambiguity into structured action plans
  • Experience spearheading complex, cross-functional projects with multiple stakeholders

Qualifications

  • Prior involvement with gambling and gaming regulations, tribal or state gaming commissions, promotional and sweepstakes law, or prediction markets
  • Acquaintance with Canadian legal frameworks such as PIPEDA, FINTRAC, RPAA, and Quebec Law 25
  • Familiarity with card network policies from providers like Visa, Mastercard, Interac, and Discover
  • Knowledge of fintech-bank partnership structures and third-party risk expectations
  • Previous employment at a financial regulator, card network, processor, acquirer, or sponsor bank
  • Exposure to high-risk merchant categories including digital goods, wellness items, CBD, or nutraceuticals
