Job Description
Empower Community Care is a group of purpose-led organizations offering community care, child welfare and behavioral health services grounded in research. Evidence-Based Associates is one of its member brands. The group partners with government systems to expand proven interventions for young people and households in areas such as early childhood, human services and juvenile justice.
The State System Partnerships Director is responsible for a designated group of state relationships inside an assigned pod territory. The work centers on building long-term deals that cover several programs with the government bodies and leaders who control funding and oversight. The posting describes it as an enterprise sales job rather than a product sell. The aim is to show a state how the group can assess needs, pick interventions, grow provider capacity and keep results going.
Enterprise opportunities are defined by the buyer's reach across several programs or agencies, a conversation about system-level outcomes, a realistic route to a contract spanning several years, and the need for policy, funding and executive know-how. When decision-making power ends at a single program, a specialty seller takes the lead and this role provides support.
The director handles every stage of public-sector deals with state and local government, often stretching across a year or two, sometimes longer. Duties include annual account plans for priority states, full commercial accountability for pipeline, forecasts and renewals, working through legislative calendars, and positioning early, before a request for proposals is released. The role expects knowledge of how federal and state money reaches providers, including Medicaid and CCBHC funding. The director also shows up in industry groups and policy circles, and keeps records in HubSpot rigorously.
Responsibilities
- Hold a designated group of state and system contacts within an assigned pod
- Prepare a yearly plan covering the accounts in each priority state, updated as needed
- Be accountable for the commercial results of the book, including pipeline, forecasts, deals and renewals
- Work through procurement involving several parties, mixed funding, lawmaking timelines and changes in agency leadership
- Engage early so you can influence scope before a request for proposals goes out
- Hand off to specialty sellers when a deal covers only one program
- Use outcome evidence from early work to open the next program or agency
- Speak for the group at conferences and in policy circles
Requirements
- Enough policy fluency to spot openings and understand how budgets and procurement rules play out
- Confidence in conversations with commissioners, Medicaid leaders and governor's policy staff
- Stamina for long, multi-party sales cycles that can span a year or more
- Careful habits for logging opportunities, forecasts and activity in HubSpot
Qualifications
- Prior roles as a legislative aide, a governor's policy advisor, a state agency staffer or an appropriations analyst (the posting calls this the strongest fit)
- Operating or policy experience inside a state system, then a sales career selling into such systems (listed as a strong fit)
- Understanding of how funding streams move through government systems
