Gusto is looking for a Licensing Program Manager to join its Legal & Compliance department as an individual contributor reporting to the Head of Financial Services. This full-time position is based out of the San Francisco office on a hybrid schedule, requiring employees to work on-site approximately two to three days per week. Gusto supports over 500,000 small businesses nationwide by managing payroll, health insurance, 401(k)s, and HR services. In this role, the professional will oversee the day-to-day administration of the company's money transmission licenses and related state financial services portfolio.
The ideal candidate is a hands-on regulatory compliance expert comfortable managing comprehensive licensing lifecycles across NMLS and non-NMLS jurisdictions. Responsibilities involve handling applications, renewals, amendments, periodic reporting, surety bonds, and regulatory examinations. The Legal & Compliance division functions as an AI-native team, requiring daily engagement with AI tools to streamline filing preparation, deadline tracking, and evidence collection while ensuring strict human-in-the-loop accountability.
Applicants should possess substantial industry experience and rigorous documentation habits to maintain current systems of record and support multi-state regulatory examinations. The position suits professionals who can communicate effectively across finance, legal, product, and operations teams to translate regulatory mandates into clear internal procedures.
Responsibilities
- Manage the day-to-day administration of money transmitter and related state financial services licenses, keeping a system of record for every condition and deadline.
- Handle the NMLS company record from end to end, including MU1, MU2, and MU3 filings, disclosure updates, amendments, and annual renewal cycles.
- Prepare and submit new license applications, expansion filings, change notices, and amendments while coordinating regulator approvals.
- Complete quarterly NMLS MSB Call Reports and state periodic, annual, and transaction volume reports alongside Finance and Treasury.
- Administer the surety bond portfolio and maintain the regulatory filing calendar with documented evidence for examinations.
- Contribute to state and multi-state regulatory examinations by managing request lists, document production, evidence collection, and quality control.
- Monitor state money transmission developments and assess their impact on company licenses and filings.
- Utilize AI-enabled tools to automate filing preparation, deadline tracking, and evidence assembly with documented human review.
Requirements
- Five or more years of experience in regulatory compliance, licensing, or regulatory operations at a fintech, payments company, money services business, or regulated financial institution.
- At least three years of direct experience managing money transmission licenses.
- Hands-on NMLS expertise covering MU1, MU2, and MU3 filings, annual renewals, MSB Call Reports, and Electronic Surety Bonds.
- Working knowledge of state money transmission requirements including net worth, permissible investments, surety bonds, change of control, and authorized delegates.
- Direct experience supporting state or multi-state regulatory examinations encompassing request list management, evidence assembly, and findings remediation.
- Demonstrated experience using AI tools like Claude, ChatGPT, Gemini, Glean, or Notion AI to enhance compliance or licensing workflows with proper oversight.
Qualifications
- Experience with additional state license types such as lending, servicing, collections, or PEO.
- Experience working at a high-growth fintech operating through sponsor bank or embedded finance partnerships.
- Paralegal background, particularly with experience handling regulatory filings, licensing documentation, or change of control notices.
- Familiarity with CSBS multi-state examination frameworks including One Company One Exam and MMET.
- Possession of a Notary Public commission or a willingness to obtain one.
- Experience with compliance workflow, GRC, or licensing management platforms.
