Job Description

Tamara, a fintech platform described as a finance firm authorized and supervised by the UAE's central bank, is hiring a full-time Money Laundering Reporting Officer (MLRO). The role is on-site and senior, and it oversees the company's financial crime compliance framework. The MLRO answers to the UAE Head of Compliance and works as an independent second line control function.

The MLRO maintains and oversees the company's anti-money laundering, counter-terrorist financing, counter-proliferation financing and targeted financial sanctions framework, and makes sure policies and controls match UAE law, central bank requirements and internal standards. This includes leading the company's institutional risk assessment across customers, products, merchants, channels, geographies, technology and new activities.

Customer due diligence and sanctions oversight are central. The MLRO sets second line rules for identifying and verifying customers, deeper due diligence, account ownership, origin of funds and risk grading, challenges first line onboarding controls and advises senior management before high-risk customers are onboarded or kept. The role also oversees sanctions and politically exposed person screening, and handling of freezing instructions from UAE authorities.

On reporting, the MLRO oversees transaction monitoring, reviews internal suspicious referrals, decides whether external reports are needed, and files suspicious transaction reports with the UAE financial intelligence body through approved channels. The MLRO is the main contact for the central bank and other UAE authorities, produces the twice-yearly MLRO compliance report, and keeps senior management and governance forums informed about risks and remediation progress.

The posting asks for eight or more years in anti-money laundering, terror financing prevention, sanctions or financial crime work within a regulated institution, including experience engaging with the central bank in a comparable role. Strong report writing, stakeholder management and team leadership skills are also expected.

Responsibilities

  • Maintain the AML, CFT, CPF and sanctions framework and keep controls aligned with UAE requirements.
  • Lead the institutional money laundering and terrorist financing risk assessment.
  • Set second line requirements for customer due diligence, beneficial ownership and risk classification.
  • Challenge first line onboarding and advise senior management on high-risk customers.
  • Oversee sanctions, PEP and adverse media screening, and freezing instructions from UAE authorities.
  • Oversee transaction monitoring, alert handling and case management.
  • Review internal suspicious referrals and file reports with the UAE financial intelligence body.
  • Act as the key contact for the central bank, the UAE FIU and other authorities.
  • Produce the twice-yearly MLRO compliance report for senior management and the central bank.
  • Monitor financial crime controls, track remediation to closure and assess new products and partnerships.
  • Oversee the financial crime training programme and lead the UAE compliance team.

Requirements

  • Eight or more years in anti-money laundering, terror financing prevention, sanctions or financial crime work.
  • Background in a supervised lender, fintech, finance company, bank or payments firm.
  • Demonstrated experience engaging with the central bank in a comparable role.
  • Solid command of UAE rules on money laundering, terror financing, proliferation financing and sanctions.
  • Experience with suspicious transaction reporting, investigations and regulatory reporting.
  • Strong report-writing and stakeholder-management skills.
  • Ability to challenge screening, monitoring and case management controls.
