The company is seeking a Program Manager, Carrier Operations & Governance to establish and lead a brand-new operational unit. This position sits within a high-visibility environment that interacts with senior leadership, including the CEO, CFO, CRO, and Audit Committee. The ideal candidate will design operating frameworks from scratch, shape supplier management strategies, and implement data-driven governance mechanisms for the wholesale carrier ecosystem.
This opportunity is well-suited for professionals experienced in management consulting, strategic operations, or telecom program management who enjoy building systems from first principles. Responsibilities span cross-functional leadership, process improvement, operational cadence management, and business intelligence reporting. Responsibilities
- Lead high-visibility cross-functional governance initiatives from initial diagnosis to execution and change management.
- Present operational narratives, metrics, and risk assessments to executive leadership and Audit Committee reviewers.
- Deploy comprehensive policies, workflows, systems, and quantitative controls across carrier operations.
- Stand up the operating model, internal team structures, and operational cadences for the new department.
- Author and maintain standard operational runbooks, supply policies, and Rules of Engagement.
- Manage the day-to-day Run-the-Business engine, objective tracking, and deal approval processes.
Requirements
- Minimum of five years of experience in management consulting, program management, or as a Chief of Staff within telecom, RevOps, or strategy and operations.
- Proven history of guiding cross-functional programs across business, legal, technical, and financial divisions.
- Demonstrated ability to integrate operational controls, IT tools, and business processes.
- Direct background in establishing team cadences, operating models, and documentation frameworks.
- Strong proficiency in process mapping, business case writing, and technical requirement translation.
- Experience using data tools like spreadsheets, SQL, or Looker to track performance and compliance.
Qualifications
- Background in high-growth technology, management consulting, or global telecommunications.
- Six Sigma, Prosci Change Management, or formal program and process management certifications.
- Commercial experience in deal desks, supplier quarterly business reviews, or revenue assurance.
- Familiarity with A2P SMS, international voice and messaging, carrier billing, or fraud frameworks.
- Knowledge of workflow automation tools, Jira, Confluence, and Python.
