Twilio is currently seeking a remote-based Sr. Manager, Carrier Operations & Governance to establish and lead a brand-new function focused on managing, governing, and optimizing the company's global telecom carrier and wholesale supplier ecosystem. This position reports into leadership that interacts regularly with executive management and the Audit Committee, offering high visibility and enterprise-wide impact. Ideal candidates are entrepreneurial operators who want to build governance frameworks, enterprise policies, and operational runbooks from the ground up rather than relying on existing playbooks. The role involves hands-on ownership of Know Your Supplier policies, margin management, rate changes, risk forecasting, and executing supplier business reviews.

Responsibilities

  • Define enterprise policy and risk appetite for the Know Your Supplier governance framework to scale with the global supplier footprint
  • Establish enterprise policy regarding telecom supplier rate changes and wholesale margin management while adjudicating related escalations
  • Draft, maintain, and enforce operational runbooks, supply policies, and rules of engagement across cross-functional teams
  • Analyze risks and opportunities statistically to identify trends, build monitoring infrastructure, and create risk forecasting models
  • Design and maintain dashboards using visualization tools like Tableau, Power BI, or Looker to monitor key performance indicators
  • Direct supplier Quarterly Business Reviews and operational risk reviews at the enterprise level
  • Manage the risks and opportunities narrative utilized by executive leadership and the Audit Committee

Requirements

  • Minimum of eight years of professional experience in telco supply chain operations, supplier governance, strategy and governance, vendor management, revenue assurance, process improvement, or revenue operations
  • Demonstrated background in building and maintaining automated data pipelines, backend data models, and handling ambiguous datasets
  • Practical experience utilizing SQL and business intelligence visualization platforms for decision-making
  • Proven capability in establishing enterprise-level policies, governance frameworks, or risk appetites within ambiguous environments
  • Experience crafting executive-level narratives and risk reporting intended for C-suite and Audit Committee audiences
  • Track record of sponsoring, defining, or building analytical and systems infrastructure for compliance or monitoring at an enterprise scale
  • Experience leading culture change, stakeholder alignment, and training programs across internal and external partners
  • Strong verbal and written communication skills with experience presenting to cross-functional leadership

Qualifications

  • Professional background in telecom, technology, management consulting, or other high-impact environments
  • Experience managing or formulating policies for wholesale rate changes, margin validation, or Supplier Deal Desks
  • Track record of facilitating enterprise operational cadences such as supplier Quarterly Business Reviews and tracking team OKRs
  • Familiarity with the A2P SMS ecosystem, international voice and messaging routing, carrier contracts, billing practices, or fraud frameworks
  • Knowledge of global regulatory and industry standards set by organizations like GSMA, MEF, i3forum, or ITW Global Leaders Forum
  • Experience using workflow management platforms such as Airtable, Jira, or Confluence
