ICON plc is currently seeking a Sr. Associate Business Development Director I to join the ICON Prime division. This entrepreneurial position focuses on expanding the company's defense footprint across various military services, ranging from military construction to defense technology initiatives. The person in this role will operate autonomously to create, shape, and close complex government opportunities, while partnering with engineering, operations, and regulatory teams to ensure technical alignment and feed customer insights into product development.
The ideal candidate possesses a strong defense background and a history of securing competitive federal contracts. Responsibilities include building a robust federal pipeline, engaging key program offices early, and leading end-to-end capture management for design-build, Other Transaction Authority (OTA), and Indefinite Delivery, Indefinite Quantity (IDIQ) projects. The position reports to the Senior Director of Prime Business Development & Government Affairs, is based in Washington, DC, and requires travel up to thirty percent of the time.

Responsibilities
- Develop and execute a strategic plan to grow the presence of ICON Prime across the Department of Defense branches and the National Guard.
- Build and manage a federal pipeline and engage program offices, requirements owners, and contracting officers proactively.
- Cultivate professional relationships with key stakeholders at commands such as USACE, NAVFAC, AFCEC, DIU, and AFWERX.
- Manage the full capture lifecycle for targeted opportunities, including business validation, gate reviews, proposal creation, and final negotiations.
- Pursue design-build, OTA, and IDIQ projects encompassing base infrastructure, hardened facilities, barracks, and expeditionary construction.
- Create and deliver capability briefings and white papers for senior civilian officials and general officers.
- Conduct market intelligence research and competitive analysis to guide capture strategies and product roadmaps.
- Collaborate with internal engineering, operations, and regulatory groups to verify solutions meet Unified Facilities Criteria and service guidelines.
- Maintain pipeline records and customer data in HubSpot and help guide growing business development and proposal staff.
Requirements
- Minimum of seven years of experience in business development, capture management, or program management within military construction or the Department of Defense.
- Demonstrated history of successfully closing competitive federal contracts.
- Deep understanding of federal procurement rules, including FAR/DFARS, OTAs, IDIQs, SBIR/STTR programs, and defense appropriations cycles.
- Strong verbal and written communication skills capable of presenting complex technical information to government officials.
- Exceptional networking skills with the ability to build trust with federal stakeholders.
- Familiarity with Unified Facilities Criteria and military design standards.
- Ability to travel up to 30 percent for customer meetings, events, and conferences.
Qualifications
- Bachelor degree in a relevant field or equivalent practical experience.
- Prior military or federal civilian service within USACE, NAVFAC, AFCEC, Marine Corps Installations Command, or a Department of Defense R&D command.
- Active or current eligibility for a Secret or TS/SCI security clearance.
- Familiarity with MILCON project delivery, OTA construction agreements, or non-traditional defense acquisition pathways.
- Background in design-build, fast-track delivery, 3D printing, additive manufacturing, or construction robotics.
- Graduate degree in engineering, construction management, or a related discipline, or experience in defense-focused management consulting.
